Summary of Position
The Cyber Cooperation Program is a $24 million investment that aims to build cyber resilience across the Indo-Pacific. The Program is managed by DFAT and works closely with whole-of-government agencies, academic institutions, NGOs and the private sector to deliver activities.
The Monitoring and Evaluation (M&E) Officer will be engaged to advise and undertake project monitoring and evaluation support under the Cyber Cooperation Program. The M&E Officer will support implementing partners, to ensure activities are meeting project objectives, outputs and outcomes in line with the Cyber Cooperation Program end goal – to build cyber capability in the Indo-Pacific.
The M&E Officer will support implementing partners and recipients to collate and analyse M&E evidence, provide advice to implementing partners on progress and recommendations for improvement. This input will also contribute to reporting by implementing partners to DFAT.  The M&E Officer will work closely with the Communications and Advocacy Officer to turn evidence/data, stories and case studies, and other M&E outputs into communications products for a broad range of audiences to support cyber awareness raising efforts in the Indo-Pacific. Further this will support DFAT’s public diplomacy [JB emphasis] and reporting efforts on the Cyber Cooperation Program. The M&E Officer will also support the Cyber Cooperation Program’s small grants program function, ensuring that implementing partners are delivering on reporting obligations, providing advice on the shortlisting and contracting processes to ensure M&E activities are incorporated effectively and align with end of project and Cyber Cooperation Program outcomes. 
Duties and responsibilities

 The M&E Officer’s primary responsibilities will include:
§  (70%) Monitoring, evaluation and learning activities to enhance effectiveness of program delivery including:
o   Working with implementing partners to design M&E frameworks, approaches and tools that align with the whole-of-program M&E Framework and are consistent across the program. 
o   Working with implementing partners to build their understanding and ability to effectively report against their key indicators and contribute to the broader program outcomes. 
o   Manage the development of an M&E Toolkit that can support Implementing Partners and recipients in their monitoring and evaluation activities.
o   Ensuring M&E captures both qualitative and quantitative data that serves multiple purposes including for continuous improvement across the program, data for communications, and data for accountability and reporting. This includes conducting monitoring missions in partner countries.
o   Support implementing partners to author high quality M&E reports to DFAT, including the annual report for DFAT.
o   Working with Implementing Partners to meet reporting requirements and providing training in due diligence, risk and fraud and safeguards as required
o   Streamline and improve reporting templates to ensure that Implementing Partners meet the accountability and information needs and are optimally useful for their intended purpose.
  • (30%) Program Administration and support including:
    • Supporting the development and management of the Cyber Cooperation Program Small Grants Program, including to ensure reporting obligations, shortlisting applicants that align with program outcomes, and providing secretariat support.
o   Source, contract and manage implementing partners and organisations as required. 
o   Other duties, as required.
Key Selection Criteria
Applicants must possess the following:
§  At least 5 years’ experience working on donor funded programs. Experience working with the Australian Government highly desirable;
§  Tertiary qualifications (or equivalent training and experience) in monitoring, evaluation, social research, statistics or equivalent;
§  Familiar with a range of monitoring and evaluation methodologies and experience collecting and analysing, and summarising data from a range of sources;
§  Ability to produce high quality reports and communications materials within short timeframes and balance competing demands;
§  Exceptional written and verbal communication skills;
§  Ability to work independently with political nous and take initiative in completing assigned tasks; and
§  Negative Vetting 1 security clearance.
Relationships
The Monitoring and Evaluation Officer will report to the Manager – Cyber Cooperation Program. 
Priority relationships include DFAT officers within the Cyber Affairs Branch, Implementing partners of the Cyber Cooperation Program, DFAT Posts, and whole-of-government representatives.
Terms of Contract
6-12 month contract with an opportunity to extend until end of Program (June 2020)
