State Department hosts global Twitter Q and A - Alicia M. Cohn, The Hill:  "Using the Twitter hashtag #AskUSA, the State Department continued its digital media outreach Wednesday with a Q andA conducted entirely on Twitter in 10 languages. In what the agency promoted as it's [sic] 'first global Twitter Q and A,' interested Twitter users were invited to submit questions and ideas' directly to the State Department. Under Secretary for Public Diplomacy and Public Affairs Judith McHale answered eight English language questions on Wednesday. The global Q & A took place over two and a half hours, and the State Department tweeted a picture of McHale responding to questions via computer at the Department of State. ... Twitter co-founder Biz Stone recently noted the 'cozy' relationship the State Department has with Twitter. Although the State Department recently shifted the focus of its digital resources to social media, abandoning static website projects in favor of new media, Stone has a more cautious perspective on the State Department's use specifically of Twitter. 'You don't want your technology, you don't want Twitter, to look like it's simply a tool for spreading U.S. democracy around the world,' he said Tuesday at the Aspen Ideas Festival in Colorado. The actions of the department, however, have not fully matched this commitment. While the State Department dragged its feet on doling out its funding, the Broadcasting Board of Governors (BBG) stepped up. With its modest amount of funding—$1.5 million—the BBG gave a grant to the Global Internet Freedom Consortium, run by the Chinese-exiled Falun Gong religious sect, specializing in developing and deploying anti-censorship technologies. The Global Internet Freedom Consortium supports the proliferation of the anti-censorship programs Ultrareach and Freegate, just two of the proven circumvention technologies on the market."

Japanese government awards local attorney for fostering friendships - Charles McMahon, seacoastonline.com: "Charles Doleac is a man of many worlds. Locally, he is a well-known attorney and civic leader who helped keep the Portsmouth Indoor Pool from closing last year. But in the international realm, Doleac appears to be much more than your average diplomat. Chinese state radio takes to local airwaves‎ - Johnny Diaz, Boston Globe: "Tune in to WILD-AM 1090 these days, and you can learn to speak Chinese, hear Beijing pop songs, and follow breaking news out of China. That's because the station that catered for decades to the local African-American community with talk and news programs sold all of its airtime last month to China Radio International, the English-language news service produced by the Chinese government. ... The Chinese government is trying to improve its image, said Joseph Fewsmith, an international relations professor at Boston University. It's consistent with China's public diplomacy efforts, he said. They are trying to tell their side of the story to persuade other populations that China is basically a good and reasonable government, and that it's not a threat."

An exercise was conducted Tuesday to see how the corps would respond to a scenario in which 500 activists aboard 10 ships entered Israel's territorial waters. Public diplomacy officials from the


Prime Minister's Office, Foreign Ministry, Public Diplomacy Ministry, IDF Spokesperson's Unit, Government Press Office, Jewish Agency and other organizations took part in the simulation. The diplomats were asked to respond to a scenario in which the IDF approached the ships and was then attacked with stun grenades and even a live grenade, causing several injuries to our troops. The IDF took control of the ship, neutralized the attackers, who had used both lethal and non-lethal weapons. Ten IDF soldiers were injured, two flotilla activists killed, and another 14 injured. The public diplomacy corps practiced how to respond to the ensuing flood of media disinformation, with special attention to misleading reports on Facebook and Twitter, some of which were disseminated by private individuals and others by Hamas."

Earlier today I learned that The Israeli Public Diplomacy and Diaspora Affairs Ministry held a simulation practice, ahead of the Gaza flotilla: in the course of the exercise, Minister Yuly Edelstein formed a ‘special situation room’ that is designated to disseminate ‘public diplomacy' on the internet, via messages, 
photos, video clips and additional materials, with emphasis on Diaspora 
communities, Jewish organisations, and friends of Israel around 
the world. Just in case you weren’t sure what the expected role of Diaspora Jews is, I guess that by now Minister Edelstein has provided the answer. However, the most interesting part of the story is the detailed description of the flotilla


simulation itself: the imaginary scenarios depicted by Minister Edelstein and the IDF provide a glimpse into Israeli collective psychosis. 'The exercise was based on a scenario in which approximately 500 activists on
approximately ten ships reached Israel's territorial waters at 10:00,' says the Israeli document. 'Despite having been warned by the IDF, the ships continued on their way. At 10:30, the Israel Navy began approaching the ships. Stun grenades were

Actor in suspected hoax video: Gov't had no hand in this‎ - Ben Hartman, Jerusalem Post: "The actor in an online anti-Gaza flotilla video that has been branded as a hoax said Wednesday that the video was not produced by the Israeli government or an affiliate. Contacted in Paris by The Jerusalem Post on Wednesday, Tel-Avivian Omer Gershon said he was the man portraying gay rights activist 'Marc' in the video, but laughed off a question about whether or not any government agency was behind the video, adding certainly not. When asked who did produce the video, Gershon said, 'I'm not commenting on this at the moment.' The video, titled 'Who you get in bed with – human rights, gay rights,” has made the rounds across the blogosphere since it was uploaded last Thursday night. In the clip, Gershon portrays Marc, a young gay rights activist who tells his story of contacting the Gaza Flotilla with the intent of joining their journey to Gaza, only to be told that gay activists are not welcome. ... While it is still unclear who produced the video, bloggers and anti-Israel activists were quick to allege that the video was part of some sort of 'pink-washing' hasbara (public diplomacy) campaign launched, if not by the government, then by an NGO or advocacy group associated with the government with the intention of smearing flotilla supporters.


'Pink-washing' is a term used to describe hasbara efforts by Israel supporters that highlight the country’s tolerance of homosexuals in contrast to the rest of the region. ... Businessman Defuses Anti-Israel Protest in London‎ - David Lev, Arutz Sheva: "It's not just IDF officers and Israeli government officials who are targets of anti-Israel mobs when they speak in London. Israeli businesspeople are now apparently also on the firing line. Earlier this week, an anti-Israel mob stormed a show in London, where Israeli real estate officials were promoting investments in Israel. But they met their match when a quick-thinking businessman defused the situation. ... Shlomo Grofman, head of Israel's Faire Fund (First American Israeli Real Estate Fund) real estate investment firm, decided to go outside and conduct a dialogue with the group. Speaking to an Israeli business reporter, Grofman said that he didn't fear for his safety when he confronted the group. ... If the new Israeli Arab channel is not granted access to the popular Arabsat and Nilesat satellites, it may have to settle for smaller, niche audiences. Another reason pan-Arab news channels succeed is their ability to cover news within the Arab countries. This task will be more problematic for an Israeli channel. And the content must be news, not hasbara. If it must be hasbara, Israel is better off purchasing 60-second spots on already existing channels. Nile countries are at the mercy of Ethiopia - The National: "Active public diplomacy won a promise from the Ethiopian prime minister, Meles Zenawi, to form a technical committee to look into the effect of a planned new dam on Ethiopia's neighbours. But this success seems to have been short-lived, the Egyptian daily Al Ahram noted in its editorial. In principle, Ethiopia agreed to make any necessary changes to the initial plan for the Millennium Dam on the Blue Nile river, if it emerges that the project will affect the interests of downstream countries, mainly Sudan and Egypt. However, the dam project manager confirmed recently that his country will step up efforts to continue its construction. It will be in partial operation in six months, he said, and there are plans for four more dams to generate electricity."

A dedicated agency for Canadians abroad - Yuen Pau Woo, theglobeandmail.com: "This week, the Asia Pacific Foundation of Canada released its report Canadians Abroad, the product of a three-year research project. We estimated that 2.8 million Canadians live overseas. This figure – nearly 9 per cent of the population – is higher than the equivalent statistic for the United States, Australia, France, India and China. ... Many ambassadors and high commissioners were already struggling after being ordered to cut their budgets a year earlier by 25 per cent. Among other things, program budgets pay for diplomats to attend and host events and to travel beyond the embassy, as well as for public diplomacy efforts and human rights initiatives. Since then, diplomats have complained to Foreign Affairs that the cuts have made it difficult for them to make crucial contacts and build solid relationships abroad."

It’s an interesting exercise which I’ll write more about later – one striking thought is that the high point for official interest in external communications at least measured in the volume of official reports about it is actually the 1950s rather than the 2000s. ... According to a Wall Street Journal report, senior US officials have claimed that the Islamic Revolutionary Guard Corps, Iran’s most elite military unit, has provided lethal arms to Iran’s allies in Iraq in Afghanistan, including the Taliban.


According to the report, the Guard smuggled rocket propelled grenades in order to allow longer range attacks on American troops in the region. Apparently this is an attempt to speed up the United States’ withdrawal from these countries. Flotilla II: The Merchant Ships of Hamas Propaganda - Joseph Klein, frontpagemag.com: The pro-Hamas flotilla of international ships planning to defy Israel’s lawful naval blockade of Gaza is getting underway, despite some delays caused by insurance and mechanical problems.
