The Program

Australia Awards in Papua New Guinea is designed to promote knowledge, leadership and enduring ties between Australia and PNG. It aims to build knowledge and skills to address PNG’s economic and development challenges through international scholarships to Australia and scholarships in PNG.

Australia Awards includes three types of study options:
  • Australia Award scholarships primarily for postgraduate study in Australia;
  • Australia Awards Short Course Awards for short term study in Australia; and
  • In-PNG scholarships for study in PNG to meet critical workforce gaps and to contribute to strengthening local education institutions.
As a further extension of these scholarships, AAPNG has been tasked to support the PNG-Australia Secondary School Partnerships which is a new initiative connecting Australia and Papua New Guinea’s students, teachers and principals to better prepare our future generations. A group of select Australian and PNG secondary schools will work together to strengthen areas of mutual priority, such as Science, Technology, Engineering and Mathematics (STEM), English and youth leadership.

The initiative will involve a range of formal and informal learning experiences for school leaders, teachers, students and relevant education authorities. They will include transformative exchange and learning experiences in Australia and PNG, school project collaboration, professional short courses, targeted scholarships and student leadership initiatives.

The Position

The Monitoring and Evaluation Manager is responsible for leading and managing the design, management and implementation of the M&E framework and plans and case-studies and other research for Australia Awards PNG and the PNG-Australia Secondary School Partnership Initiative. The role will assist to identify program impact in terms of alumni development contributions to PNG, capacity development of secondary schools, links between Australia and PNG, and public diplomacy [JB emphasis] (soft power) more broadly.

The Person

The ideal candidate will have a postgraduate degree(s) in monitoring and evaluation, international development, education or related field or equivalent. We are seeking a specialist with significant demonstrated experience in the development and management of M&E frameworks and plans on donor assisted programs and projects, preferably preferably scholarships, leadership or people-to-people linkage programs.

To be successful in this role, you will have strong demonstrated understanding of various methodologies in monitoring and evaluation, both qualitative and quantitative, such as surveys, record reviews, focus groups and case studies. You will have demonstrated successful experience in working with colleagues, government agencies, service providers and multiple stakeholders in a cross-cultural environment to support the application of M&E frameworks and plans with previous experience with Australian Government-funded projects and knowledge of relevant policies, standards, and protocols.

You will have evidence of excellent analytical, research, writing and communication skills in English language, including communication of results and report writing for a range of stakeholders

In addition to a demonstrated understanding of the challenges and dialogue regarding measuring influence. Ability and enthusiasm to lead change and foster a ‘can-do’ team culture and the ability to assess and work sensitively in a cross cultural multi-stakeholder context is also required.
