SALARY: Ordinarily Resident (OR): FSN-07 
Not-Ordinarily Resident (NOR): FP-07

The U.S. Mission in Yaounde, Cameroon is seeking eligible and qualified applicants for the position of Education Advisor. This position is located in Yaounde, Cameroon.
BASIC FUNCTION OF THE POSITION 
Under the direct supervision of the Cultural Affairs Officer, incumbent is responsible for assisting in the planning, development, implementation, and administration of the U.S. Mission’s Public Diplomacy (PD) programs. Duties include: providing accurate, comprehensive, unbiased information, advice and counseling on educational opportunities in the U.S.A.; guiding prospective undergraduate and graduate students to select appropriate colleges and universities in the U.S. and to understand admissions and financial aid procedures; serving as the primary source of information regarding education and how to study in the U.S and work closely with U.S. and Cameroonian institutions engaged in the field of international education.
QUALIFICATIONS REQUIRED 
Applicants must address each required qualification listed below with specific and comprehensive information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.
EDUCATION: An Associate Degree (at least two years of university studies) from a U.S. accredited college or university is required. 
EXPERIENCE: At least three years of relevant experience in international higher education, research, teaching, social and public services, youth work, leadership in international student affairs on campus, management or administration. Familiarity with the American educational system, as a student, administrator or instructor is required. 
LANGUAGE: Level III (Good Working Knowledge) Speaking/Reading/Writing English and level II (Basic Knowledge) Speaking/Reading/Writing French are required and will be tested. 
SKILLS AND ABILITIES: Superior interpersonal skills, including written and oral communication skills; strong public speaking skills; sophisticated interviewing, counseling, problem solving and analytical skills necessary to accurately assess a prospective student’s requirements and abilities, and to find and convey appropriate information to students; ability to plan and execute programs independently and to plan ahead in year-long cycles; significant analytical, intellectual curiosity and initiative abilities, and resourcefulness; cultural sensitivity, computer skills (internet research), training skills, and management skills are all required. Skills and abilities may be tested. 
JOB KNOWLEDGE: Applicant must be highly knowledgeable about U.S. secondary and post-secondary educational systems. Thorough knowledge of U.S. undergraduate and graduate admissions processes and requirements, including financial aid and credentials evaluation is required. Knowledge about relevant information resources, including education systems, testing, and U.S. laws and regulations governing international students is essential. He/She should have perspectives on political, economic, and social trends in both Cameroon and the U.S. Job knowledge may be tested.

ADDITIONAL SELECTION CRITERIA:
Management may consider any of the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status. 
Current OR employees serving a probationary period are not eligible to apply. Current OR employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report (EPR) are not eligible to apply. 
Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule. 
The candidate must be able to obtain and hold a Locally Employed Staff security clearance.
