Duties and Responsibilities
Under the direct supervision of the Assistant Cultural Affairs Officer (ACAO), the incumbent independently plans and implements the full range of Public Affairs exchanges, education, and other cultural programs in support of Mission strategic plan goals. The incumbent will also assist in the administration of the Public Affairs exchange programs and execution of exchange alumni activities and programs.

SKILLS AND ABILITIES: Must be well spoken and articulate, able to communicate effectively with American colleagues and Afghan Program participants, both verbally and in writing. Must be a self-starter who displays strong initiative, follow-through, resourcefulness and organization. Must be detail-oriented and have the ability to plan, arrange and carryout thematically focused PAS exchange programs and events and to keep track of multiple moving parts. Must be able to solve problems and provide recommendations for process improvements. Requires a proven record of working successfully in a team environment. Proficiency with standard Microsoft Office applications (esp. Word, Excel, and outlook) and internet-based information resources.
Qualifications

VA 17-047 – Full Performance Level:
1. EDUCATION: Three years of University studies in Social Sciences, liberal arts or business is required.
2. EXPERIENCE: Three years of experience working in administration, business, academics, NGOs or an International Organization is required.

Substitution Option:
1. EDUCATION: 2 Years general college studies
2. EXPERIENCE: Five years of experience working in administration, business, academics, NGOs or an International Organization is required.

VA 17-047T – Trainee Level:
1. EDUCATION: Three years of University studies in Social Sciences, liberal arts or business is required.
2. EXPERIENCE: Two years of experience working in administration, business, academics, NGOs or an International Organization is required.

3. LANGUAGE: Level (4) Dari and level (3) Pashtu is required. English competence of 4/4 or better with good writing ability.

5. JOB KNOWLEDGE: In-depth understanding of Afghan Society, government, history, and culture. Specific knowledge of key players and institutions in Afghanistan, Particularly those relating to education, and cultural affairs. Understanding of Public diplomacy strategies and USG policy objectives.
