The Australia Awards South and West Asia Program is managed by the Australian Government's Department of Foreign Affairs and Trade (DFAT) and administered by Scope Global.  It is a regional program with its central hub in Sri Lanka and service delivery offices in five other countries. Australia Awards are prestigious international awards offered by the Australian Government to the next generation of global leaders for development. Through study and research, recipients develop the skills and knowledge to drive change and help build enduring people-to-people links with Australia.
The opportunity:
An opportunity has arisen for an experienced Communications and Public Diplomacy Manager to join the Scope Team, based in our Adelaide Office. This is a newly created role and could be your chance to be part of a unique and exciting organization.
The role:
The Communications and Public Diplomacy Manager reports to the Colombo-based Team Leader, Australia Awards South and West Asia (AASWA) and develops and implements communications and public diplomacy plans for AASWA, and in so doing contributes to and supports the achievement of the Program's objectives by: (i) increasing the visibility of the Program in the South and West Asia region as well as in Australia, in order to enhance recognition of Australia as an active partner in development in the region; and (ii) supporting country programs in Bangladesh, Bhutan, the Maldives, Nepal, Pakistan and Sri Lanka in ensuring that an appropriate pool of Awards applicants is generated, from which awardees might be selected who meet DFAT's goals for number, quality, development focus, geographic spread, and social inclusion.
Duties include the preparation and publication of written and visual communications, media engagement and management, website management, event design and implementation, brand management, and oversight of the Program's engagement with scholars in Australia. 
The key responsibilities include:
  • Provide technical leadership and guidance to the Program's Communications and Public Diplomacy function;  
  • Develop and manage content for Australia Awards South and West Asia publications, both print and non-print Financial Management;
  • Initiate and manage Public Diplomacy events and other activities Qualitative and legislative requirements;
  • Manage media relations;
  • Manage the Public Diplomacy and Communications budget;
  • Manage staff and relevant contractors;
  • Monitoring and Evaluation and reporting.
The successful candidate will demonstrate:
  • Postgraduate qualifications in Communications, Public Relations or another field relevant to this Job Specification.
  • A minimum of five years' senior-level experience in the field of Public Diplomacy or Communications, preferably within the government, non-profit or development sector.
  • Demonstrated experience in the planning, design and delivery of Public Diplomacy activity, preferably within the government, non-profit or development sector.
  • Proven ability to access and develop relationships with a range of national media contacts.
  • Outstanding ability to write effectively and accurately in a range of genres and for a range of media.
  • Demonstrated ability to edit, within tight time-frames and to a very high standard, reports, communications texts, letters and other documents prepared by second language writers of English, with due attention to content, structure, style, language elements and layout. 
  • Excellent presentation, interpersonal and verbal communication skills.
  • Strong client focus.
  • Demonstrated ability to set priorities, manage a number of tasks simultaneously, and deliver outputs to specified deadlines and quality standards.
  • Proven capacity to develop effective working relationships within a cross-cultural, multi-disciplinary team.
