The OSCE Special Monitoring Mission (SMM) to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of National Public Affairs Officer/Outreach Co-Ordinator with its main Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.
NOTE: Initial duration of appointment/assignment for this post is until 31 March 2018, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission. Confirmation of post grade is pending completion of classification review.

Tasks and responsibilities
Under the supervision of the Head of Press and Public Information Unit (PPIU) the incumbent’s job will be to redraft the outreach strategy for the mission and coordinate the work of the media/outreach focal points on implementing the plan, including providing strategic level support/assistance to the public diplomacy activities carried out by the monitoring teams. The incumbent will ensure coherence, unity of messaging and brand identification across the mission through public outreach activities. The incumbent will look for innovative ways to measure the effectiveness of the overall outreach activities of the mission and will support the National Public Affairs Officer/Media and the National Public Affairs Officer/Public Relations as required.
More specifically, the National Public Affairs Officer/Outreach Co-Ordinator will be responsible for the following:
  1. Redraft the outreach strategy for the Mission and create an implementation plan for various outreach activities across the monitoring teams;
  2. Provide guidance and oversight to media/outreach focal points on developing and executing outreach activities in their areas and ensure coherence of messaging and brand identification;
  3. Seek out consensus and approval from senior management on outreach activities;
  4. Research and implement best practices on how to improve public outreach/public diplomacy campaigns with a goal of improving public perceptions of the Mission;
  5. Develop a network of key opinion formers and interlocutors from civil society, including think tanks and academia, with whom the Mission can engage at a strategic level and develop a plan for engaging with these groups (Ukrainian and International);
  6. Provide analysis on the impact of outreach activities on target audiences;
  7. Creation and distribution of material supporting outreach activities, in particular informational material for the teams;
  8. Management of budget related to outreach programming;
  9. Support other National Public Affairs Officers in their duties;
  10. Contribute to crisis communications management as required;
  11. Replaces Head of PPIU in senior management discussions as required;
  12. Performs other tasks as assigned.
Necessary Qualifications 

  • Citizenship of Ukraine;
  • A first level University degree in public relations, public diplomacy or communications or related field of international relations, media studies or journalism or social sciences;
  • Minimum two years relevant professional experience;
  • Experience working with or in public affairs/relations, particularly in developing public diplomacy/outreach activities. Experience working in an international environment is desirable;
  • Professional fluency in English, Russian and Ukrainian languages;
  • Demonstrates a robust understanding of the public perceptions of the Mission, civil society engaged in the work of the Mission and the media environment, including through key contacts;
  • Demonstrated sound political judgment and ability to communicate professionally and diplomatically with high level officials and external interlocutors;
  • Demonstrated ability to work under pressure, within limited time frames and to a high standard;
  • Proven resilience to high stress environments;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment.

Remuneration Package

Monthly remuneration, subject to social security deductions is 1691.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme. Appointments are normally made at step 1 of the applicable OSCE salary scale.
