BASIC FUNCTION OF POSITION
Has the responsibility for developing and administering country-wide academic and professional exchanges intended to promote mutual understanding between the peoples of the United States and the Kyrgyz Republic. Oversees post education programs and outreach to USG exchange program alumni. Supervises one cultural affairs assistant who handles PAS exchange programs and alumni programs. These functions are conducted in the PA Section, which currently includes five American and fifteen local employees.
Qualification requirements
Education Requirements: Universitys degree in the humanities, sociology or a related field: Two (2) years of University studies required
Requirements:
EXPERIENCE:  Five years experience in education, public relations, NGO development or related field.
NOTE: Experience in the field of education, public relations, NGO development or related field would include coordination, program administration, management of, consulting on programs.

JOB KNOWLEDGE:  Expert knowledge of Kyrgyz Republics political, social and educational institutions and systemic strengths and weaknesses. Thorough knowledge of overall Public Diplomacy [JB emphasis] programs and resources. Thorough knowledge of U.S. society, religion, culture, educational structure, and social and political systems.
Evaluations:
LANGUAGE:  Level 4 (Fluent) of English (Reading/Writing/Speaking); Level 4 (Fluent) of Russian (Reading/Writing/Speaking); Level 3 (Good working knowledge) of Kyrgyz (Reading/Writing/Speaking) is required.  (This will be tested.)
SKILLS AND ABILITIES:  Ability to manage a team, to draw from and contribute to other PAS programmatic areas to achieve Mission goals. Ability to communicate effectively with all PAS contacts. Especially strong organizational ability to carry out details of PAS programs, often working on several projects at a time with overlapping deadlines and under a great deal of pressure. Ability to draft cables, faxes, e-mails in English to ECA and other recipients. Ability to draft correspondence in English and Russian. Ability to understand and describe to others U.S. policy and the fundamental values underlying the structure of U.S. government, law, education, and media.
Qualifications:
All applicants under consideration will be required to pass medical and security certifications and complete a mandatory probationary period for LE Staff.

Duties
Benefits:
Locally Employed Staff, including Members of Household (MOHs), locally-resident EFMs and Third-Country Nationals (TCNs), working at the U.S. Mission in Bishkek, Kyrgyz Republic may receive a compensation package that may include health, separation, and other benefits.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR Office.

HIRING PREFERENCE SELECTION PROCESS: Applicants in the following hiring preference categories are extended a hiring preference in the order listed below. If claiming conditional eligibility for U.S. Veterans preference, applicants must submit proof of conditional eligibility. ** This level of preference applies to all Foreign Service employees on LWOP and CS in LWOP status with re-employment or reinstatement rights back to their agency or bureau.

ADDITIONAL SELECTION CRITERIA:
1. The Mission may consider any of the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status.
2. Current employees of the Mission who have not successfully completed their initial probationary periods are not eligible to apply. Current employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory or MBC score of 100 points or less, on their most recent Employee Performance Report (EPR) are not eligible to apply.
3. Current employees of the Mission hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment. This does not apply for employees on a PSA (Temp), or those are hired on a When Actually Employed (WAE) or intermittent work schedule.
4. Candidates who are EFMs, USEFMs, AEFMs, or MOHs must have at least one year remaining on their sponsors tour of duty to be considered eligible to apply for this position.
