EUPOP Indonesia is expected to use in a strategic and effective manner public and cultural diplomacy shapers/
multipliers and in particular the next generations thereof. Through the EUPOP activities it is expected
to fill the identified knowledge gap, revise misperceptions and counterbalance the negative news
headlines through highlighting the positive aspects of the EU to the selected target audiences,
increasing trust and understanding, and conveying key messages about the value and importance of
working with the EU. The European Union and knowledge about the EU's values, policies and
principles shall be brought into the cognizance of the target audiences.

EUPOP Indonesia comes at a very opportune moment as it can take advantage of a growing interest in
the EU and contribute timely to tackle the lack of awareness about the EU and its actions. It is
expected to contribute to creating and nurturing the necessary conducive environment for an
intensified EU Indonesia bilateral relationship now and in future. Thereby, it bolsters the
implementation of the Partnership and Cooperation Agreement and related policy dialogues.
Moreover, EUPOP Indonesia shall depict the EU in conjunction with its Member States. A collective
picture of "Europe" shall be promoted and nurtured under the motto "united in diversity" (which the
EU shares with Indonesia) tapping the wealth and variety of Member States cultural assets. EU
Member States will be able to capitalise from the investment in the project but are equally expected to
contribute with expertise, involvement and when relevant co-funding to the activities.

Given that Indonesia is also the biggest and weightiest member state of the ASEAN, an improved EU
perception in Indonesia is expected to have positive spill-over effects to the EU-ASEAN relations.
Specific activities at ASEAN level might be envisaged over the course of implementation.

Geographical area to be covered
The contract will support activities in Indonesia. Activities shall take place in the capital Jakarta as
well as in selected locations in the Indonesian provinces. In exceptional cases some activities could
also take place in Europe as well as in other ASEAN countries.

The overall objective of the project, of which this contract will be part, is as follows:
· To strengthen the EU's ability to engage in a meaningful and effective dialogue with
selected target audiences in Indonesia in order to enhance the widespread understanding
and visibility of the Union and its role on the world scene.

The purposes of this contract are as follows:
· To promote an enhanced image of the EU and thereby positively influence the perception
and likeability of the EU among the target audiences in Indonesia.

· To build trust and mutual understanding between the EU and Indonesia to create and
nurture an environment that is conducive for intensified political dialogue and bilateral
relations.

· To promote a united picture of the EU and its Member States towards the Indonesian
target audiences.

Results to be achieved by the Contractor
· Result 1: An EU-favourable and EU-attentive community in Indonesia has been built:
platforms for discussions, exchanges and policy debates have been activated; open
communication channels to key target audiences have been set up.

· Result 2: Awareness and better understanding about the EU has been consolidated:
local knowledge base on the EU, the EU policies, values and principles is increased; core
values such as freedom, openness, solidarity, tradition/heritage, modernity/creativity, and
respect for diversity are more systematically being associated with the EU.

· Result 3: The role of the EU as credible and strong partner for Indonesia has been
promoted: awareness about the EU's role as major partner in supporting human rights,
democracy and good governance, as global economic power, and as major partner in
tackling global challenges such as security, energy and climate change has been raised.
Key expert 2: Junior Expert – Public Diplomacy (minimum 300 working days)

Qualifications and skills
· University degree in a discipline relevant to the scope of the assignment.

· Fluency in written and spoken English and Bahasa Indonesia

· Excellent communication skills

· Analytical and computer literacy skills

General professional experience
· Minimum three (3) years of general professional experience in a sector relevant to the scope of
the assignment.

Specific professional experience
· Minimum one (1) year of specific professional experience (included in the 3 years of general
professional experience) in the field of public diplomacy, communication, public relations, event
management, marketing in the scope of international relations

· Working experience in Indonesia and/or Southeast Asia

· Experience in international cooperation and advocacy is an asset

· Familiarity with EU Indonesia relations is an asset
