Public Diplomacy [JB emphasis] has the unique power to inform and influence, to shape the way in which publics perceive and respond to their rights and responsibilities as citizens. However, in order to confront authoritarian tendencies, public diplomacy practitioners must change the operational paradigm. CMDS fellow Vivian Walker's article in the recently published 2018 Soft Power Report & Index from the USC Center on Public Diplomacy and Portland explores new ways to practice public diplomacy in support of democratic institutions.
