DIGITAL PROGRAM MANAGER Washington, DC (ID#13186)
IIP focuses on connecting people to U.S. foreign policy priorities. This has led to the creation of focused public diplomacy [JB emphasis] campaigns that target specific foreign policy issues. These campaigns leverage staff and resources throughout the entire bureau as well as experts from across the Department in an effort to engage foreign audiences and shape the conversation around these key topics. IIP needs to bring in outside expertise as outlined below to assist in managing, design, implementation and monitoring of public diplomacy workshops ("Tech Camps") that support these foreign policy and campaign goals, and to assist in social media technical assistance and expertise, including training non-expert users of social media platforms for outreach on foreign policy and public diplomacy priorities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
* Receives, researches and resolves social media and digital outreach strategy inquiries, issues and best practices raised by Department social media practitioners via the IIP Social Media Support helpdesk. Handles all tickets professionally, timely and accurately.
* Works directly with Bureau's division chief for Digital Support & Training to assist posts to enhance their capacity to use social media platforms and digital outreach strategies; supports field personnel on specific projects, including through on-site trainings and visits to posts
* Proposes and develops reliable how-to and best practice materials for use by the Department, consistent with USG guidelines for social media and industry best practices
* Works with content providers to develop materials (written, video, images) that support all manner of social media initiatives, including content for the Bureau's Social Media Hub
* Assists government lead(s) in acclimating staff and advising staff on U.S. government guidelines and best practices for social media for effective outreach to foreign publics
* Monitors and analyzes available statistical data, including site traffic, hash tags, trending topics, etc., to identify strategic networks and discussion points likely to attract the target audience and generate the highest degree of participation
* Composes well-written reports for government lead(s) and Bureau leadership based on statistical data and other information collected from multiple sources within the Bureau
* Moderates or assists with moderation of interactive, online trainings on topics highlighted in the social media environment
* Plans, coordinates and implements Bureau-specific training modules designed to achieve specific digital diplomacy strategic objectives according to specifications and deadlines
* Create detailed schedules and work plans which identify and sequence the activities needed to successfully complete assigned projects
* Lead trainings, whether in-person or via online platforms, for overseas public diplomacy officers and local staff on both the functionality and strategic use of IIP-assigned digital platforms, tailored and customized to achieve specific digital diplomacy strategic objectives Develop and manage materials and resources used in each module, whether in-person or via online platforms
* Design, lead or co-lead interactive and hands-on modules whether training is delivered in-person or via online platforms.
* Ability to obtain and maintain a suitable security clearance and DoS badge; ideal candidates will already possess a Secret-level clearance or higher.
EDUCATON AND EXPERIENCE
* University degree in communications, public relations, education, marketing, public diplomacy, international relations, psychology, sociology, digital publishing, website development or related fields.
* General knowledge of diplomacy and policies of the Department of State and the Bureau of International Information Programs.
* Understanding and ability to teach methods for utilizing social media platforms
* Strong written, verbal and interpersonal and communication skills
* Excellent organization skills mandatory
* Proficiency in Google Apps, including Google Docs, Google Sheets, Google Forms
* Proficiency in collaboration and online training tools such as Slack, join.me and Google Hangout
* Proficiency with Adobe products, including: Photoshop
* Working knowledge of social media networks, engagement strategies and internet technologies, including (but not limited to) Hoot suite, Facebook, Twitter, YouTube, Instagram, WhatsApp
* Experience in engaging publics through electronic media as well as development and maintenance of web-based properties
* Ability to obtain and maintain a suitable security clearance and DoS badge
* High level of proficiency in written and oral communications
* Excellent analytical and problem solving skills
* Excellent time management skills
* Ability to travel internationally to any requested location
* Proficiency in the use of digital engagement tools (e.g., collaboration platforms, email optimization, digital marketing and outreach, social media and online virtual meeting platforms) for public engagement purposes
* Stays abreast of emerging trends and tools via participation in communities of practice, professional associations, etc.
* Ability to work within a team structure, collaborating closely with colleagues and operating interdependently to achieve assigned tasks
* High level of proficiency in written and oral communications
* Excellent analytical and problem solving skills
