Duties
This is an obligated position in which an employee has return rights. Upon the employee's return, incumbent may be required to vacate this position.
The primary purpose of this position is: To function as the Special Operations Forces (SOF) Operational Information Operations (IO) Manager for the purpose of coordinating, supervising, training and implementing the operational applications of associated elements of IO, such as Electronic Warfare, Computer Network Operations, Operational Security, Psychological Operations and Military Deception as well as other associated functions where they impact IO such as Public Diplomacy and Public Affairs Member ensures USSOOM IO is integrated into DOD level Plans as well as supports Intelligence supporting agencies.
· Manages and oversees the development of operational IO plans and integration for the USSOCOM IO operations program, including the activities of associated programs such as Electronic Warfare, OPSEC, psychological operations, deception, and computer network attack/defense throughout operational planning and synchronizing globally.
· Directly responsible for operational planning, and capabilities assessments for the conduct of operations, exercises, and sensitive activities involving USSOCOM, it components, JSOC, and supporting forces. Advises the Director and selected members on current priority operations, exercises, and other sensitive activities that have immediate operational impact.
· Initiates and coordinates research and analysis on adversarial intelligence collection efforts targeted towards USSOCOM, operations, exercises, acquisition programs, and other sensitive activities. Coordinates with the Counter Intelligence Staff Officer to evaluate adversarial intentions and develops appropriate countermeasures.
· Assures and directs regular liaison and interface with national-level information operations agencies, intelligence support elements, and open source information agencies. Attends and participates in meetings, conferences, and seminars concerning all matters within areas of responsibility.
· Provides the Directorate with accurate evaluations of proposed exercises manpower and equipment requirements for mission surveys of USSOCOM units and supported forces. Represents the Directorate at professional meetings, seminars, and conferences.

Qualifications
SPECIALIZED EXPERIENCE:
At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent. Specialized experience must include Mastery of knowledge if the body of laws, regulations, policies, and procedures related to information operations programs relating to resource preservation with knowledge of information operations requirements sufficient to plan, direct, and coordinate diverse information operations, work operations, work processes, etc., which impact in the preservation of resources. Mastery of knowledge of the special operations mission and forces involvement with the theater combatant commands and theater special operations to establish coordinate and implement information operations programs.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the security requirements of and support for sensitive programs.
2. Knowledge of the strategy and policy development process and the Planning, Programming, Budgeting, and Execution process.
3. Knowledge of information operations strategic communications and the associated and/or supporting elements, electronic warfare, and computer network operations.
4. Knowledge of Foreign intelligence and security services collection methods and protocols.
5. Knowledge of the Intelligence production process and open-source computer research tools and programs and advanced computer analysis tools and program. Ability to analyze large amounts of diverse information.
6. Ability to assembles and present issues in a clean, concise written or briefing format that both management and technical staffs can comprehend. Knowledge of the role of defense support to public diplomacy and the concepts and methods of military public affairs, military information support, and Visual Information.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
