Job Description

AF/PAK Support Program Specialist the Grants Division Chief of the Office of Press and Public Diplomacy in the Bureau of South and Central Asia Affairs (SCA/PPD), with oversight by the Deputy Office Director of SCA/PPD. The AF/PAK Support Program Specialist manages and coordinates logistical support for public diplomacy programs in Afghanistan and Pakistan, and as required, South and Central Asia.

AF/PAK Support Program Specialist must liaise with the NEA-SCA Executive Office and the U.S. Embassies in Afghanistan, Pakistan, and the South and Central Asia region.
  • Manages appointments and meetings for the SCA/PPD Grants Division Chief. Applies overall knowledge of office functions to screen and route material of a special interest or sensitive nature directly to the SCA/PPD Grants Division Chief, and the SCA/PPD Office Director or Deputy Director when appropriate.
  • Prepares travel itineraries and documents including orders, country clearances and voucher requests for all SCA/PPD grants staff, and when required, those SCA/PPD staff traveling regionally.
  • Briefs travelers on arrangements and authorized per diem, initiates and follows through with necessary visa applications, country clearances, and offers other assistance as needed before, during and after travel, including the preparation and filing of travel vouchers. 
  • Prepares all travel itineraries and documents including orders and country clearances for the grants team, and others as required.
  • Serves as the Alternate Unit Security Chief for SCA/PPD, ensuring that all classified material is properly controlled and stored, arranging for the destruction and/or disposition of sensitive and classified office documents, and changing combinations to safes when necessary
  • Serves as Alternate Emergency Management Officer for SCA/PPD, ensuring that staff are briefed on procedures in the event of an emergency and in preparation of emergencydrills\Serves as alternate timekeeper for the office. In that capacity incumbent maintains time and attendance (T & A) for commonly used pay plans and types of leave. Verifies the validity of the various hours charged on T & A reports. Reviews T & A reports for appropriate signatures, initials and documentation such as medical certificates for sick leave. Advises supervisor of discrepancies, points out appropriate procedures and advises on minor changes or corrects actions
  • Registers, receives, and escorts official visitors for the grants team, and SCA/PPD as required.
  • Arranges conference calls and digital video conferences for the grants team, and SCA/PPD as required.
  • Reserves conference rooms for the grants team, and SCA/PPD as required.
  • Coordinates grants related documents for office clearance as required.Reviews and prepares all Afghanistan and Pakistan grants packages for $25,000 or less for approval by the Grants Division Chief
  • Assists in the preparation of all Afghanistan and Pakistan grants packages up to $5 million for approval by the Grants Division Chief.
  • Prepares additional materials for program and grant management in Washington, as required.
  • Maintains and organizes Afghanistan and Pakistan grant files in Washington, DC, Kabul, Afghanistan, and Islamabad, Pakistan as required, to include preparation for the Office of the Inspector General and Special Inspector General for Afghanistan Reconstruction audits.
The incumbent will perform other duties as assigned.

Required Skills

The contractor must have:
  • Knowledge of State Department administrative and logistical procedures that support the duties listed above
  • Experience with the State Department soft wares related to cables and travel\Ability to organize personal workload to carry out a multitude of distinct tasks
  • Ability to organize a follow up system so that all tasks are completed.Good inter- personal skills
