I used to work in public affairs for the Dept of State as a non American due to my contacts in New Zealand's legal system. Despite our higher minimum wage I still was significantly cheaper to hire than an American.

Cleared Americans need accommodation, security (non existent in NZ though), higher salaries and diplomatic visas. Additionally, it is better PR. Public affairs /public diplomacy [JB emphasis] is basically trying to paint a pretty picture and connect a couple of people to one another. What better way than hire some locals and dress them up. You have very little in the way of sensitive information. It would be doubly so if they suspected you of being a potential security risk. ...
