About the Position:
This position is located in Stuttgart, Germany. Stuttgart is the cultural and political capital of Baden-Wuerttemberg and one of Europe's foremost metropolitan areas. Stuttgart is charmingly situated in the heart of one of Germany's largest wine-growing regions, attracting tourists by its magnificent panorama, its impressive gardens and parks, palaces and buildings in a wide range of architectural styles, but also by its cultural diversity. The city of Stuttgart comprises five counties encompassing 179 towns and rural districts. It is the home to USAG Stuttgart, HQ US EUCOM, HQ US AFRICOM, and other tenant units. Duties
- You will serve as a Strategic Communication Specialist at Headquarters United States African Command, Outreach Directorate, Partnership Division.
- The incumbent of this position will advise on and develop communication strategies associated with U.S. Africa Command exercises, operations, and engagements on the African continent.
- The strategies are directed at achieving perception effects among African audiences and stakeholders regarding Command missions.
- The Specialist assists in developing strategic communication objectives, themes, products and strategies for disseminating them to audiences in Africa, CONUS, and within the U.S. Government.
- Is familiar with the African socio-cultural landscape and integrate regional audience considerations into planning efforts.
- Coordinates with other SC stakeholders across the Command, the Department of State, the Intelligence Community, and U.S. Embassies in Africa.
- Functions as a liaison with senior-level individuals and organizations and is responsible for overseeing the Strategic Communication familiarization training.

Qualifications
In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience.
Experience required:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: utilizing strategic communication principles, methods, practices, or techniques of strategic and operational planning to develop, plan, and execute an organization's strategic communication process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
1. Demonstrated understanding of socio-cultural and political-military environment in Africa
2. Ability to work independently
3. Experience in international military affairs or civil affairs
4. Demonstrated writing and oral skills to develop communication plans
5. Understanding of strategic communication, public affairs or public diplomacy
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-11 grade (or equivalent).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

- Must be able to obtain and maintain a Top Secret Sensitive Compartmented Information Clearance. Position is designated critical sensitive as defined in DoD 5200.2-R. This requires that a personnel security investigation be adjudicated on a pre-appointment basis which may take up to 120 days or longer to process. The selectee may be allowed to start work prior to adjudication if management approved. Obtaining and maintaining a top secret clearance is a condition of employment. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- Position requires that employee pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
