Public Relations and Communications Manager
  • Specialist role with the long standing IF4 program
  • Long Term Adviser contract, full time in country
  • To be employed according to DFAT’s Adviser Remuneration Framework (ARF)

The Program
The Incentive Fund Phase 4 (IF4) aims to attract, identify and incentivise high performing organisations to expand the reach, coverage and quality of their contribution to service delivery and/or economic development in Papua New Guinea (PNG). Projects previously funded include the redevelopment of markets, schools, health aid posts, clinics and hospitals and the construction of marketplaces and bridges.
IF4 funding may be allocated to support activities in a range of sectors including but not limited to health; education; transport; law and justice; governance and public administration; private sector development; agriculture and rural development.
Within these broad parameters, a minimum of:
  1. 50% will be allocated to infrastructure;
  2. 80% will support empowerment of women and girls; and
  3. 20% will support private sector investment.
IF4 commenced in August 2015 and will disburse grants ranging in value from AUD500,000 to AUD5 million to high performing organisations throughout PNG up to a total of AUD75 million. The program had an initial term of four (4) years and has been extended for a further term of two (2) years.
The current term of the IF4 program runs to June 2021.
The Position
Public Relations and Communications Manager will lead and manage the communications and public relations functions for IF4 and play a significant role in achieving the program’s public diplomacy [JB emphasis] objectives.
The Public Relations and Communication Manager will be responsible for:
  • Maintaining a close working relationship with the Australian High Commission’s (AHC) Public Diplomacy office and the broader Post.
  • Highlighting gender equality issues consistent with the Pacific Women Shaping Pacific Development Program and constantly and actively promote: women in leadership at all levels of decision-making; economic development opportunities for women; the reduction of violence against women; and the importance of a stronger women’s agency where women have greater access to social services and economic opportunities.
  • Engaging with the private sector including having a significant understanding of the private sector and how to produce professional media and communication material that will appeal to the sector. It is anticipated that this material will be used by DFAT more broadly, so it will be essential to maintain close working relationships with DFAT teams involved with private sector engagement.
  • Promoting the principles of good governance, strong management and effective performance need to be made visible more broadly across PNG through web-based forums, national and local media and a range of PNG forums.
  • The Public Relations and Communications Manager will also promote that eligible organisations achieving good performance can be rewarded through IF4. To incentivise through influence and example, the public relations management will play a key role in reaching the required audience.
The Person
The ideal candidate will have Tertiary qualifications in Communications, Marketing or Public Relations from a recognised university. Substantial communications experience, covering public relations, promotions and media, including in an international development context, will be essential for this role. A proven ability to support management of a multi-disciplinary team in a complex project management environment, work cross-culturally with a diverse range of stakeholders and experience with applying DFAT branding policy and procedures will be highly regarded. To ensure success, candidates will need to display excellent interpersonal skills combined with high level English language writing skills, particularly the ability to write for a variety of different audiences.
