Shannon, who serves as under secretary of state for political affairs, is the top U.S. career diplomat and has been a fixture among the nation's diplomatic ranks during more than 34 years of service.
[Under Secretary of State for Public Diplomacy and Public Affairs] Mr. [Steve] Goldstein said Mr. Shannon's departure was unrelated to low morale at the State Department.
State Department spokeswoman Heather Nauert called Shannon "a patriot, a diplomat and a great American".
Shannon represented the United States at the inauguration of Liberia's new president, George Weah, shortly after reported remarks by Trump that immigrants from Africa and Haiti come from "shithole" countries. Steve Goldstein, the undersecretary for public diplomacy, described the staff, and Tillerson, as saddened.
