I attended the meeting at the Atlantic Council yesterday when the report was released. Most interesting was ambassador pickering’s off the cuff remark that he thought the Public diplomacy functions at State should be spun off into a separate entity!

Report recommends consolidating State Dept. foreign aid programs under USAID

The paper was requested last year by Congress and compiled under the auspices of the Atlantic Council.
